Head of Workforce Development and Digital Inclusion

Full-Time Salary: $67,824.00 - $76,293.00 Annually

POSITION DEFINITION: Join our team as the Head of Workforce Development and Digital Inclusion! Working under the general supervision of the Library Director, you'll plan and direct the goals, objectives, and operations of this crucial department. You'll oversee a robust program that prepares residents for meaningful employment and strives to achieve digital equity in East Hartford. ESSENTIAL JOB FUNCTIONS: Key responsibilities include:

• Providing training and supervision to division staff, assigning regular and daily tasks.
• Offering direct service to East Hartford residents in areas such as digital navigation, resource navigation, career coaching, and small business support.
• Maintaining accurate records of client interactions, assessments, and progress.
• Coordinating workforce development programs and services for adults.
• Supporting community engagement through resident leadership and capacity-building opportunities.
• Preparing regular narrative and statistical reports for internal and external stakeholders.
• Identifying potential grant opportunities, preparing grant applications, and administering grants as available.
• Collaborating with other Town departments, including Youth Services, to ensure program alignment.
• Actively participating in professional networks to understand the current landscape of local and regional systems, partnerships, and funding streams related to workforce development.

ADDITIONAL JOB FUNCTIONS: Step into a dynamic role where you'll assume responsibility for the library in the absence of the Director and Assistant Director. You'll contribute to cross-departmental programs and projects within the library, attend meetings, and participate in professional development focused on workforce development, entrepreneurship, and digital inclusion. Additionally, you'll connect East Hartford residents with funding opportunities, mentorship programs, and other resources available for entrepreneurs. Join us and make a difference in our community!

JOB QUALIFICATIONS AND LICENSING: Bachelor’s degree required. Master’s or professional degree preferred. Minimum 3 years' experience in career counseling, workforce development, adult education, and/or public libraries, with at least one year of supervisory experience. Valid CT Driver’s License.
