GENERAL DESCRIPTION:
The purpose of this position is to provide leadership and guidance in the management of the library system.
This position formulates long-range goals for the organization, develop policy and supervises departmental professional, technical and clerical staff. The work is performed under the direction of an Assistant County Manager.
DUTIES AND RESPONSIBILITIES:
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Directs the planning, budgeting, implementation and operation of library systems and services; coordinates and supervises the work of all library departments and service units.
- Supervises the preparation and execution of the departmental budget and the maintenance of library accounts, records, payrolls and bill payments, subject to central financial requirements.
- Analyze statistical library data, outcomes and measures to manage for results.
- Meets with civic, community and other groups representing the library system.
- Reviews and edits library policies, procedures, rules and regulations and submits reports on library activities.
- Stimulates and guides public relations activities and staff planning for service programs of the library.
- Attends Library Foundation, Friends of the Library and Board of Trustees meetings and provides technical assistance.
- Attends meetings, workshops and seminars; directs the maintenance of statistical records on library activities.
- Aligns work of organization with strategic goals.
- Determines accurate and efficient practices within the organization
- Performs related work as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
- Comprehensive knowledge of the principles, methods and practices of library administration.
- Comprehensive knowledge of community needs and interest in relation to library services, and of methods for determining and meeting such needs.
- Comprehensive knowledge of sound methods of management in relation to the operation of a growing public library system including new developments
- in the library science profession.
- Comprehensive knowledge of professional library literature.
- Ability to establish and maintain effective working relationships with the community leaders, public officials, professional groups and the general public .
- Ability to analyze library needs and to evaluate library services; ability to develop and lead a professional staff.
- Ability to plan, organize, direct and evaluate the work of subordinate employees.
- Ability to represent the library system and the County at professional library meetings and conferences and on professional panels.
- Ability to speak and write effectively.
- Ability to maintain confidentiality.
REQUIREMENTS:
- Master’s Degree in Library Science from an ALA accredited library school.
- Eight (8) years of professional library or related experience or an equivalent combination of education, training, and experience.
- Two (2) years of supervisory experience is required.
- NC Public Librarian Certification
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
