Definition
Under the direction of the Vice President of Academic Affairs (VPAA), the director will provide vision, leadership, and overall management to the Learning Resources unit and the district's online learning initiatives. The Learning Resources unit comprises academic and support services, including library, distance education, testing, tutoring, and instructional design. The primary goal of Learning Resources is to promote increased student success by applying technology, training, and services that strengthen teaching and learning throughout the college.

Strong budgeting and planning skills and experience in distance education (DE) and Open Educational Resources (OER) initiatives complete the qualifications of an exceptional candidate dedicated to advancing student success through accessible and equitable learning resources.
Essential DutiesManage and coordinate Library, Distance Education, & Learning Resources programs, facilities, and operations, including initiatives such as California Virtual Classroom Online Education Initiative (CVC-OEI), Open Educational Resources (OER), Zero Textbook Cost (ZTC), Low Textbook Cost (LTC).
- Provide leadership for program development and direct programs and services to meet the needs of the college community.
- Supervise, train, and evaluate faculty and staff in developing and maintaining programs and services, including planning, organizing, staffing, leading, coordinating, and controlling the area's activities.
- Participates in the development, management, and administration of the department's annual planning and budgets; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; and implements adjustments, as necessary.
- Work collaboratively with faculty to assess program learning outcomes and student learning outcomes and develop, maintain, and modify course curricula and programs.
- Call and preside over regularly scheduled staff meetings and special meetings as needed, serve on regular and special committees assigned by VPAA.
- Participates in the development, management, and administration of the department's annual planning and budgets; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; and implements adjustments, as necessary.
- Develop annual goals and objectives for planning and evaluation purposes and operational efficiency for library and learning resources.
- Participate in the governance process to represent and advocate for programs and services and to accomplish the college's mission and goals; serve as a resource on committees for departmental areas of expertise; serve as a member of committees, as assigned.
- Direct communications, resources, schedules, and information to meet the instructional needs of the Library, Distance Education, & Learning Resources programs.
- Collaborate with the VPAA in formulating and developing policies, procedures, and programs regarding instructional and student support services, activities, and needs.
- Oversee and support the program review, planning, and assessment of programs in the department, and contribute to the Educational Services and Strategic Planning program review and five-year plan.
- Maintain current knowledge of technologies; educational trends, innovations, and practices; local, state, and federal programs, laws, codes, regulations, and pending legislation related to assigned departments, programs, and activities.
- Work collaboratively with faculty to develop and implement culturally responsive, flexible, and inclusive learning program operations that support access and equitable student outcomes; promote accessible design and use of technology in all learning modalities.
- Participate in staff selection, coordinate staff training, conduct performance evaluations, recommend performance improvements, and implement performance improvement plans.?
- Modify programs, instructional and student support activities, policies, and procedures to meet State and federal requirements.
- Direct outreach efforts to increase faculty and student use of programs, services, and activities.
- Ensure institutional compliance with applicable federal, state, District, and accreditation standards, policies, and regulations; evaluate and communicate potential legal or regulatory changes' impact on the District and programs.
- Direct and coordinate the introduction of new technologies and oversee the development and administration of library and learning resources automation and digitization programs.
- Review Library & Learning Resources needs, issues, and concerns and collaboratively work on providing solutions.
- Represent the District and the department in meetings with various educational, business, professional, regulatory, and legislative organizations.
- Prepare, review, and present reports and information updates on projects related to the department programs, including assessing the effectiveness of library and learning resources programs.
- Produce reports assessing the effectiveness of library and learning resources programs and areas of operations such as SLOs, assessment reports, Program Review documents, and compliance with applicable policies.
- Contribute to the overall quality of programs by developing, reviewing, and implementing policies and procedures that meet legal requirements and District needs; monitor and evaluate service delivery methods and procedures; assess work distribution systems and internal reporting relationships; identify opportunities for improvement and recommend changes to the VPAA.
- Lead, design, and develop a comprehensive service delivery philosophy and operating model through multiple accessible modalities.
- Collaborate across Student Affairs to ensure delivery of Student Services for fully online students.
- Develop and implement culturally responsive and inclusive online and hybrid learning program operations that center on historically underserved and marginalized communities; accountable for flexible service delivery modalities that support access and equitable student outcomes. Promote accessible design and use of technology in all learning modalities.
- Oversee operational procedures, division policies, instructional design, course development, faculty training and development, quality assurance, course planning, media and delivery of student success services for online students. Measure and analyze the impact of operations for continuous improvement.
- Facilitate marketing of the online and hybrid learning program.
- Provide support for pathway leaders accountable for the quality of instruction for full and part-time faculty.

Minimum Qualifications
- Possession of a master's degree from an accredited institution; and
- Three years of progressively responsible leadership experience in one or more of the following areas: libraries, learning resources, or distance education; and
- Experience with educational technology and learning management systems.Desirable Qualifications
- Master's degree in Library Science or Library and Information Science from an ALA-accredited institution, Information Technology, Educational Technology, or Instructional Design
- Experience working within a library setting at a community college.
- Experience in a management position related to one or more library or learning resource programs.
