What we’re looking for: A motivated and collaborative professional to join the Library team.  You will continue to successfully serve the current and future library needs of the City of New Braunfels community. Some projects this position will help guide include future opening of a Southeast Library branch, professional development and career mapping of Library team, and continued success of Library programming and resources.
Under general administrative direction, is responsible for assisting the Director in planning, directing, and overseeing the activities and operations of the New Braunfels Public Library. Coordinates assigned activities with other City departments and outside agencies.  Exercises direct supervision over assigned staff.

Primary Duties and Responsibilities

The responsibilities you’ll be trusted with:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Assists in managing the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establishes, within City policy, appropriate service and staffing levels; and allocates resources accordingly.
  • Administers support service functions of the library including library programming and outreach functions – including Adult and Youth Programming and  Outreach Services.
  • Assists in monitoring and evaluating the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; and identifies opportunities for improvement, and assists in directing the implementation of changes.
  • Assists in selecting, motivating, and evaluating department staff; provides or coordinates training and works with employees to correct deficiencies; and assists in implementing and administering disciplinary and termination procedures.
  • Assists in planning, directing, and coordinating, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures.
  • Assists in managing and participating in the development and administration of the department budget; estimates funds needed for staffing, equipment, materials, and supplies; and assists in directing the monitoring and approval of expenditures; and directing the preparation and implementation of budgetary adjustments as necessary.
  • Assists in providing staff support to a variety of boards and commissions; attends and participates in professional group meetings; and stays abreast of new trends and innovations regarding library services and operations.
  • Assists in responding to and resolving sensitive inquiries and complaints from both internal and external sources.
  • In the absence of the Director, attends City Council meetings and takes necessary action regarding Council agenda items.
  • Performs related duties and fulfills responsibilities as required.


Requirements

Education, Experience, Licenses and Certifications

Your areas of knowledge and expertise that matter most for this role: Master of Library Science Degree from an American Library Association accredited college or university. Eight (8) years of increasingly responsible professional experience in providing public library services, including five (5) years of administrative or supervisory responsibility.

Required Licenses or Certifications:

  • Must possess a valid Texas Driver’s License.

Knowledge, Skills and Other Requirements

Required Knowledge of:

  • Operational characteristics, services, and activities of a library program.
  • Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
  • Principles of supervision, training, and performance evaluation.
  • Organization, function, and authority of various City departments.
  • Federal, State, and local laws, ordinances, statutes, and regulations.
  • Principles and theories of library science.
  • Principles and practices of library administration.
  • Methods used to analyze community demographics and needs for the purpose of planning for library facilities and services.

Required Skill in:

  • Utilizing a personal computer and associated software programs.
  • Developing, implementing, and administering goals, objectives, and procedures for providing effective and efficient services for the City.
  • Analyzing problems, provide alternatives, identify solutions in support of established goals, project consequences of proposed actions, and implement recommendations.
  • Identifying and responding to community and City Council issues, concerns, and needs.
  • Researching, analyzing, and evaluating new service delivery methods, procedures, and techniques.
  • Providing administrative and professional leadership and direction to subordinate staff.
  • Communicating clearly and effectively, both verbally and in writing.
  • Preparing and presenting clear and concise administrative and financial reports.
  • Establishing and maintaining effective working relationships with City staff and officials, other government officials, community groups, the general public, and media representatives.

Physical Demands / Work Environment:

  • Work is performed in a library environment and is subject to safely sitting, standing, walking, bending, reaching for extended periods of time, and lifting of objects up to twenty-five (25) pounds.
  • Must be able to safely push loaded book carts and lift/carry library materials and equipment.
  • May be required to work immediately before, during or after an emergency or disaster.
