About the Position:

As a Talent Acquisition & Retention Manager, you will manage the full-cycle talent acquisition process by developing and implementing recruiting processes and procedures including sourcing, applicant flow, screening, interviewing, background checks, reference checks, and selection to support and maximize the library's recruiting efforts. Manages, approves, and collaborates with hiring managers and volunteer services as well as overseeing the Recruiting and Staffing Associate.

What You’ll Do:

  • Manages the full-cycle talent acquisition process. Develops and implements recruiting processes and procedures including sourcing, applicant flow, screening, interviewing, background checks, references, and selection to support and maximize the library’s recruiting efforts.
  • Reviews internal and external resumes and credentials for appropriateness of skills, experience and knowledge in relation to position requirements.   Pre-screens candidates.  Manages and coordinates all communication with candidates.  Provides complete and accurate information to candidates about the library culture and values.
  • Develops and maintains strong working relationships with multiple recruiting resources and vendors to identify and recruit a diverse candidate pool of top talent for the organization.
  • Leads and participates in employment events and career fairs, and uses social media, job boards, internet sourcing, and other technical means to source candidates for open positions.
  • Effectively uses a diversity and inclusion lens to talent acquisition to enhance culture and drive organizational success. Innovates practices to be compliant, leverage strengths, and add value.
  • Uses applicant tracking systems and other recruiting software to track and guide applicants through the process.
  • Responsible for reviewing and making recommendations to enhance the overall talent acquisition process.
  • Facilitates the education of hiring managers in the most effective interviewing, selection and negotiating processes and procedures.
  • Participates in and influences the onboarding process, new staff orientation, mentoring, career pathing and other internal programs to increase the growth and retention of all library staff.
  • Manages and approves, in collaboration with the hiring manager and other applicable staff, new job descriptions and updates to current job descriptions.
  • Collaborates with the hiring managers on offers of employment, including benefit information, relocation, start dates and compensation.
  • Oversees the Recruiting and Staffing Associate, and partners with the Volunteer Services unit.
  • Partners with Finance in the development of the annual workforce plan and the ongoing position control process.
  • Focused on pay equity and market competitiveness, this individual is responsible for supporting CML’s compensation philosophy and ensuring the delivery of fair and equitable pay practices. Participates in compensation reviews by assessing position descriptions and classifications, and benchmarks pay against internal and external market data.  Makes recommendations as needed.
  • Manages relationships with outsides vendors, such as staffing and executive recruiting firms.
  • Tracks, observes and analyzes recruiting performance metrics including location activity, time to fill ratios, sourcing effectiveness, cost per hire, and employee retention. Recommends and implements process improvements based on metrics and observations.
  • Prepares and manages the Talent Acquisition budget.
  • Serves as a member of the HR Leadership Team.
  • Performs additional duties as assigned including serving on task forces, committees, etc.


Requirements

  • Bachelor's Degree in Human Resources or related field.
  • 5-7 years’ recruiting experience including experience in administering and mining an online applicant database.
  • Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) certification preferred.
  • Knowledgeable and comfortable in all full lifecycle recruiting components including, but not limited to, sourcing, qualifying, networking, assessing, legal compliance, and relationship management.
  • Experience with a broad range of recruiting methodologies including sourcing capabilities (active and passive), internet, employee referrals, professional networking.
  • Polished written and verbal communication skills. Organized, yet flexible enough to stay ahead of talent trends.
  • Ability to effectively present in a variety of formal settings; one on one, group, peers, direct reports, etc.  Comfortably commands attention and manages group process.
  • Ability to relate well and build appropriate rapport and relationships with a variety of people in all levels of the organization, as well as people outside the organization.  Uses diplomacy and tact and can diffuse even high tension situations comfortably.  
  • Ability to operate library technology including personal computer, email, software programs (i.e. Windows/Microsoft Office) and other job-related equipment and systems.
  • Ability to utilize reliable transportation to promptly report to job assignment and other locations, per job requirements.
