The Library Director oversees all library services and functions for the Slippery Rock Community Library (SRCL) and reports directly to the Slippery Rock Library Board of Trustees. General duties include managing the collection, organizing programs, and maintaining the day-to-day public-facing operation of the SRCL.

Starting pay: $18/hour

Responsibilities:

  • Supervises library operations, services, staff, and facility maintenance.
  • Evaluates and administers library programs such as circulation, reference, children and teen services, technological services, and community services.
  • Directs and maintains the development of the library collection of books, periodicals, records, films, tapes, and a variety of other library materials.
  • Directs and maintains the repair, and maintenance of the facility and its grounds.
  • Builds and maintains partnerships with community elected officials, local organizations, and educational institutions.
  • Advocates for the library at a variety of forums.
  • Borough Council Meeting attendance encouraged.
  • Support a strong working relationship with the Board.
  • Supports the Library Board in developing and administering the library budget.
  • Keep the board informed of plans, events, management, and funding.
  • Controls expenditure of funds within the constraints of the approved budget.
  • Supports the Board in fundraising efforts.
  • Functions as an ex-officio member of the Board and all committees, serving in an advisory capacity.
  • Making policy recommendations & implementing board decisions.
  • Working with the Board to develop long range plans to support that promote the Mission Statement.
  • Providing leadership and direction for major developmental projects, including construction and renovation.
  • Monthly Directors report to board (annual review in January each year).
  • Maintains and complies with the rules and standards of Library operations set by BCFLS and New Castle District - BCFLS participation.
  • Possesses or obtains prior to hiring a PA Child Abuse Clearance, PA State Police Criminal History Clearance, and the FBI Criminal History Clearance.

Job duties include, but are not limited to, the following:

  1. Employee, Volunteer and Contractor Management

a. Hire, discipline and terminate under the direction of the Board.

b. Create policies and job descriptions to be approved by the Board.

c. Schedule all work hours for employees & volunteers.

d. Maintain personnel, employment and payroll records including PTO usage.

e. Complete annual performance review for employees and provide to the Board.

f. Approve payroll and timesheets and submit to treasurer bi-weekly.

g. Staff training and oversight.

h. Legal employment compliance

i. Clearance coordination for employees & volunteers

i. Delegation of duties as seen fit. Some may need Board approval as related to HR, payroll, and purchasing.

j. Provide annual calendar of Holidays to the Board for approval each December or January.

  1. Security, Safety & Planning

a. Make emergency decisions to maintain staff and patron safety.

b. Make decisions regarding inclement weather or other needed closures.

c. Emergency planning and emergency mitigation.

  1. Facility Administration

a. Property management and maintenance oversite

b. Maintain key control and ensure keys are kept secure.

c. Make sure library is always clean and presentable to public.

   i. Maintain parking lot and sidewalk safety – (ensure snow removal occurs when   necessary). 

d. Office equipment maintenance

e. Be aware if grounds need any additional care.

  i. Make sure lawn care is being performed. 

4. Technology

a. Troubleshooting and in house maintenance of technology.

b. Reporting IT and software concerns to county IT representative.

  1. Funding/ Spending Oversight

a. Carry out purchasing decisions within approved budget making sure invoices are paid by treasurer.

  i. Supplies necessary for daily operations & special events 

  ii. Furniture, fixtures, and equipment recommendations 

b. Make purchasing recommendations to the Board for unbudgeted spending.

c. Provide Capital Improvement recommendations to the Board.

d. Search for and alert the Board of potential Grant opportunities.

e. Identify long range replacement needs.

f. Assist in preparing annual budget with Treasurer.

g. Manage collection purchasing and weeding.

h. Oversee fine and copy revenue, collection, and storage.

  1. Public Relations/Outreach/Library Promotion

a. Develop and deploy SRCL Newsletter.

b. Maintain website and social media.

c. Publicly represent the library.

d. Handle complaints and inquiries.

e. Speak to press on subjects authorized by the Board.

f. Send monthly report to Municipalities that SRCL services and receives donations from.

g. Ensure that correspondence of appreciation is sent to donors.

Requirements and Qualifications

· Bachelor’s degree required. Managerial/supervisory experience required. Library work experience and/or library science coursework preferred.

· Ability to work with minimal supervision.

· Functional capacity to lift 50 pounds, sit, stand, or speak for long periods of time.

· Possess a reliable means of transportation to and from the library as well as to meetings with the library’s community partners and organizations to which the library belongs.

· Working knowledge of computer systems, Microsoft products, and general office technology and software.

· Experience dealing with the public.

· Willingness to work onsite, limited options for remote work.

· Grant knowledge is a plus.
