MINIMUM QUALIFICATIONS: Graduation from an accredited college or university with a Bachelor’s degree in Human Resources Management, Business Administration, or a directly related field, plus five years of professional human resources experience of which one year is in a supervisory role related to the responsibilities of the position, or an equivalent combination of education, training, and experience. 

Preferred Qualifications: Juris Doctorate, Masters in Human Resources, and/or Masters in Public Administration; work experience in a union environment; municipal experience; experience working in a fast-paced human resources recruitment/staffing environment; previous experience using automated Payroll, Human Resources software such as CHIPPS, Business Objects or other HRIS platforms; and proficiency with MS Office, SharePoint, Excel, and Teams.

ESSENTIAL DUTIES: Reporting to the Director of Human Resources, this position is responsible for overseeing staff responsible for carrying out human resources programming, recruitment, hiring, leave of absence processing, and payroll for 1,100+ active department employees and vacancies. This position will approve staff time off requests, prepare staff performance evaluations, administer disciplinary actions as required, and assist in the preparation of the department’s annual personnel budget. This position will also prepare and oversee the submission of various HR forms (e.g., PER 15s, yellow forms, etc.), resolve difficult employee payroll issues forwarded from staff; and work closely with the department’s Labor Relations position to resolve grievances related to hiring, transfer, and selection requests. Additionally, this position will work with the HR Director, senior managers, and the executive team to ensure alignment with strategic goals and objectives as well as oversee special programs or projects. Other duties as assigned.
