Under the direction of the Vice President of Academic Affairs, the director will provide vision, leadership, and overall management to the Learning Resources unit and the district's online learning initiatives. The Learning Resources unit comprises academic and support services, including library, distance education, testing, tutoring, and instructional design. The primary goal of Learning Resources is to promote increased student success by applying technology, training, and services that strengthen teaching and learning throughout the college.

The ideal candidate possesses a master's degree in library science or a related field and a proven track record of progressively responsible leadership in academic libraries or similar settings. Proficiency in managing educational technology, developing and implementing innovative programs, and working collaboratively within a shared governance structure are essential. Strong budgeting and planning skills and experience in distance education (DE) and Open Educational Resources (OER) initiatives complete the qualifications of an exceptional candidate dedicated to advancing student success through accessible and equitable learning resources.

Essential Duties:

Plans, organizes, controls, directs, and advocates for designated operations, activities, programs, and services of the Library, Distance Education & Learning Resources Programs; assists in establishing and maintaining department timelines and priorities; ensures related activities comply with established standards, requirements, grant specifications, laws, codes, regulations, policies, and procedures.

Selects, trains, motivates, and directs the Library, Distance Education & Learning Resources programs personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations; works with employees on performance issues; implements discipline and termination procedures; responds to staff questions and concerns.

Coordinates and directs communications, personnel, resources, curriculum, schedules, and information to meet the instructional needs of the Library, Distance Education & Learning Resources Programs and enhances the educational effectiveness of assigned programs and services.

Works collaboratively with faculty to develop new course curricula as needed to grow enrollment and offer new learning pathways to fulfill community needs.

Participates in district Curriculum Committee meetings to assist with course and program development issues related to distance learning and OER degree pathways.

  • Facilitates and supports colleges in the California Virtual Classroom Online Education Initiative (CVC-OEI) participation and/or similar programs.
  • Works collaboratively with the college's shared governance bodies, academic affairs, student services, administrative services, and other college and District entities to implement and maintain an effective distance learning structure and program.
  • Provides support for deans training for online teacher evaluation in accordance with approved evaluation forms.
  • Participates in the development, management, and administration of the department's annual planning and budgets; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; and implements adjustments as necessary.
  • Provides administrative leadership and long-range planning.
  • Coordinates programs and activities.
  • Promotes and increases faculty and student use of the Library, Distance Education & Learning Resources programs.
  • Assure adequate resources and personnel to meet the needs of assigned departments and programs; direct related procurement and purchasing functions; initiate personnel transactions such as hiring activities as appropriate; coordinate and direct activities to assure proper facilities usage and access.
  • Oversees the development and delivery of library reference, circulation, and instructional services, including Library courses, workshops, digital learning objects, and library orientation programs.
  • Coordinates and supports initiatives promoting affordability and equity of instructional materials, including the utilization of Open Educational Resources (OER), Zero Textbook Cost (ZTC), Low Textbook Cost (LTC), and other tools made available through the Online Education Initiative (OEI).
  • Works with the DE Coordinator and the DE Committee to ensure the currency of the Learning Management System (LMS) through ongoing research and evaluation of tools, participation in professional networks, and user feedback.
  • Monitors and recommends solutions for the department's physical facilities, security, and technologies.
  • Assists and supports the Head Librarian and the DE Coordinator to complete local, state, and national library and distance education surveys.
  • Contributes to the overall quality of the programs' services by developing, reviewing, and implementing policies and procedures to meet legal requirements and District needs; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement and recommends to the VPAA.
  • Maintain current knowledge of educational trends, innovations, and practices, as well as local, State, and federal programs, laws, codes, regulations, and pending legislation related to assigned departments, programs, and activities; modify programs, instructional and student support activities, policies, and procedures to meet State and federal requirements as needed.? Provide technical information and assistance to the VPAA regarding instructional and student support services, activities, needs, and issues; assist in formulating and developing policies, procedures, and programs.

Reviews outcomes, including student learning outcomes (SLO) and assessments; advises department faculty and staff and provides feedback; provides technical training to the faculty and staff of the program on outcomes development and assessment procedures and guidelines; develops and updates reports tracking the status of curriculum, SLO, and assessment for its courses and programs.

Provides consultation and expertise to administrators, faculty, staff, students, outside agencies, and others concerning program operations and activities.

Coordinates the SLR programs, services, and communications among administrators, faculty, staff, other programs and departments, outside agencies, governmental agencies, students, and the public; establishes and maintains partnerships supporting program activities.

Conducts various analytical and operational studies regarding Programs and programmatic activities; prepares comprehensive technical records and reports; identifies alternatives; and makes and justifies recommendations.?

Attends and participates in professional group meetings, various District committees, and advisory boards.

Stays abreast of new trends and innovations related to the area of assignment.

Maintains and directs the maintenance of working and official departmental files.

Prepares, reviews, and presents reports, various management and information updates, and reports on special projects as related to the department programs.

Responds to complex and sensitive student and faculty inquiries and complaints and assists with resolutions and alternative recommendations.

Provides a working and learning environment free from prohibited discrimination, harassment, and retaliation (DHR), as provided by applicable law and District policies. Attends district-mandated DHR training and participates in DHR investigations as directed. Prevents discrimination, harassment, and retaliation against individuals who bring these complaints forward by recognizing and reporting possible incidents to the Director of Equal Employment Opportunity Programs in Human Resources.

Oversees and supports the program review, planning, and assessment of Distance Learning and contributes to the Educational Services and Strategic Planning program review and five-year plan.

Other Requirements: A valid California driver's license.

ILLUSTRATIVE EDUCATION AND EXPERIENCE: A typical way to obtain the above knowledge and skill is a combination of education and experience equivalent to:

A master's degree in library science or library and information science (or the equivalent) and a history of increasing supervisory responsibilities.

Desirable Qualifications:

  • Three or more years in a management position related to one or more programs.
  • Instructional experience integrating learning resources into the curriculum.
  • Experience in managing educational technology.
  • Knowledge of principles and practices in academic library programs and services administration.

WORKING CONDITIONS: Duties are primarily performed in an office environment at a desk or at a computer terminal or in meetings. Incumbents are subject to frequent contact in person and on the telephone with academic and classified staff, management personnel, students, and the public. May require travel to other offices or locations to attend meetings and conduct work.

PHYSICAL DEMANDS: Typically, must sit for long periods, use hands and fingers to operate a computer keyboard, see clearly to read normal and fine print, speak clearly and distinctly to provide information in person or on the telephone, hear and understand voices over telephone and in person, and regularly lift, carry and/or move office objects.
