THE LIBRARY LA County Library, established in 1912 under the County Free Library Act, is a special fund department operating under the authority of the County Board of Supervisors. LA County Library is one of the largest and most innovative library systems in the US. It offers free public resources including books, music, multimedia materials, computers and internet access and educational and recreational services to 3.4 million residents through its 86 libraries and mobile fleet of vehicles.

THE POSITION The Assistant Director, Capital Projects and Facilities Services, reports to the Chief Deputy and directs the planning, implementation, and evaluation of the Library’s 86 building operations, maintenance and refurbishments. This executive leadership position is responsible for divisions overseeing capital projects and deferred maintenance, facility services for leased spaces, building maintenance, courier, and warehouse operations, shipping and receiving, storing and disposing of salvage materials, offsite record storage, security and emergency management. The role manages multi-million dollar operating and capital project budgets which requires the incumbent to have a strong understanding of organizational, administrative, financial and personnel management principles and all aspects of a centralized facility division characterized by a large and varied professional, technical, and crafts staff. The position also requires to deftly navigate the various relationships between the LA County Library system, its partnerships with external agencies, County departments, the Board of Supervisors, as well as local, State and federal agencies.

THE IDEAL CANDIDATE We are looking for a dynamic individual who has a strong background in project management, thrives in a fast-paced work environment, and has a demonstrated pattern of success in a prior executive leadership role within a multifaceted organization. In particular, this person will be ready to lead by example and introduce bold, problem-solving initiatives in a team-oriented environment of experts in building and facility compliance. This position supervises engineers, architects, and facilities professionals and must possess some familiarity or working knowledge of these trades. Additionally, the ideal candidate will have experience in developing business processes, internal controls and policies around facilities’ management operations, Department-wide emergency planning and execution, fleet operations, and building projects, while incorporating Board initiatives such as sustainability, access, and diversity, equity and inclusion.

Additional duties include:

  •   Directs, through subordinate managers, the administration and oversight of the Department’s maintenance and repair of its library facilities and leased spaces, and ensures compliance with applicable local, State and federal building, fire and safety codes
  •   Directs the planning and administrative oversight in the development and execution of capital projects and building refurbishments in coordination with multiple stakeholders and ensuring projects adhere to all necessary codes, regulations, approved budgets and timelines
  •   Ensures the Department optimizes all building maintenance efforts and installation operations by directing a team of subordinate managers to ensure work and public spaces are properly maintained, installed, or altered in accordance with established compliance regulations and laws, such as OSHA and the ADA
  •   Provides executive level oversight for operations related to the Library’s shipment and courier services, including the mass transportation and distribution of library materials and supplies throughout the entire County library system, which includes headquarters, public libraries and support facilities, with an approximate collection of 7 million library materials and items
  •   Proactively advises and oversees the execution of the Department’s disaster-related contingency plans, such as the planning and mobilization of the County’s libraries to serve as cooling centers during heatwaves
  •   Provides executive-level oversight of the Library’s Countywide Integrated Radio System (CWIRS), including all radio inventory, maintenance and repairs; ensures seamless communications and partnership with the Office of Emergency Management especially during catastrophic events, as well as monthly emergency radio drills, and Countywide disaster training for staff
  •   Responds directly to the Chief Executive Office and the Los Angeles County Board of Supervisors and their staff, on Department-related inquiries or special Board requests; represents the Director when necessary before other entities such as Departmental representatives, community partners, and private vendors, when the Library is required to or is otherwise needed to respond to high-level requests for information

COMPENSATION

Annual Salary: $141,907.02 and $220,694.28 annually

Starting annual salary will be dependent on qualifications and career accomplishments. This unclassified position is subject to the provisions of the County’s Management Appraisal and Performance Plan (MAPP) and is compensated at the MAPP Range of R12.

Requirements

MINIMUM REQUIREMENTS

The ideal candidate will have the following minimum qualifications:

  •   A bachelor’s degree or higher from an accredited college or university in the area of construction or facilities project management

OR

  •   At least five years of proven experience in project management, construction management, or facilities management where the candidate has demonstrated experience managing the operations of a major division or complex business

DESIRABLE QUALIFICATIONS

The ideal candidate will have the following:

  •   Experience with creating innovative solutions to business problems specifically related to library building improvements and repairs (such as green options under the LEED framework and certification process), as well as infrastructure and large system replacements (such as HVAC units, large-scale electrical panel, solar, and electric vehicle systems)

  •   Experience with managing high-level subordinate managers and competing priorities to meet strategic objectives for project management type matters that involve critical delivery of projects within specified budgets and timelines

  •   Experience interacting and collaborating with elected/public officials, Department executives, and/or public/private community interest agencies, as well as strong public speaking and presentation skills in large, event or townhall-type settings

  •   Demonstrated ability to work in a leadership capacity with diverse groups and community stakeholders, including constituent-oriented advocacy groups such as mental health and homeless populations, as well as law enforcement entities and employee unions with respect to employee issues

  •   Demonstrated experience with conducting organizational-level security assessments, as well as prior experience with planning, coordination, and execution of Department level security and emergency planning, as well as managing and interacting with contracted security teams who work to augment the Department’s security element
